Prof. Nizamettin Aydın, IEEE Turkiye Section Chair

Prof. Nizamettin Aydın was born in 1962 in Bursa, Turkiye. He completed his undergraduate studies in Electronics and Communication Engineering at Yıldız Technical University in 1984, where he also earned his master’s degree. He received his Ph.D. in Medical Physics from the University of Leicester in the United Kingdom in 1994.

Continuing his academic career in the UK, Aydın conducted research at prestigious institutions such as King’s College London, St George’s Hospital Medical School, and the University of Edinburgh. Upon returning to Turkiye, he founded the Software Engineering Department at Bahçeşehir University and served as its head, later holding various academic and administrative positions at Yıldız Technical University and Istanbul Technical University.

Currently a professor at Istanbul Technical University, Aydın’s research interests include artificial intelligence, bioinformatics, speech and audio processing, digital signal processing, and Doppler ultrasound techniques. A member of IEEE since 1993, he was elected as the Chair of IEEE Turkiye Section for the 2024–2025 term.

Assoc. Prof. Tunçer Baykaş, IEEE Turkiye Section Vice-Chair

Tunçer Baykaş
Assoc. Prof. Tunçer Baykaş completed his undergraduate studies in Electrical and Electronics Engineering at Boğaziçi University and received his master’s and doctoral degrees from the University of Ottawa.

In 2007, he continued his postdoctoral research at NICT in Japan, contributing to the development of wireless communication standards. He is currently a faculty member in the Department of Electrical and Electronics Engineering at Kadir Has University.

Baykaş serves as Vice-Chair of IEEE Turkiye Section and Chair of the IEEE Turkiye Communications Society Chapter, and he actively contributes to IEEE standardization groups (802.15, 802.19, 802.11). His research focuses on visible light communication, spectrum sharing, and wireless network technologies.

Baykaş received the NICT Best Group Performance Award and the IEEE Standards Association Award for his contributions to the 802.15.3c standard. He was also awarded IEEE Standards Association Certificates of Appreciation for his contributions to the 802.19.1 and 802.15.4k standards.

Prof. Eşref Adalı, Istanbul Technical University Faculty of Computer and Informatics Engineering

Prof. Dr. Eşref Adalı is the founding dean of the Faculty of Computer and Informatics Engineering at Istanbul Technical University (ITU). He is one of the pioneers of computer engineering education in Turkiye.

Throughout his career, he has made significant contributions in the fields of microprocessors, artificial intelligence, natural language processing, and information ethics. He is also widely recognized for his efforts to advance the digitalization of the Turkish language.

In recent years, he has been particularly active in guiding discussions on AI and Turkish language technologies. He currently serves as the Conference Chair of the International Conference on Computer Science and Engineering (UBMK), which has been held annually for the past ten years.

Ahsan Qamer Sheikh, IEEE Region 8 YP

Ahsan is based in Munich, Germany, and works as an Engineer at Ramboll. He specializes in strategy and the design of large-scale, complex infrastructure and networks across Germany. He earned his master’s degree in Infrastructure Planning from the University of Stuttgart, Germany.

Beyond his professional role, he is passionate about community engagement and technology management. An IEEE member for over 11 years, he has held several volunteer positions, including Vice Chair of the IEEE Young Professionals Germany Section. He has also served on the MGA SAC Excellence Team and as Section Student Representative of the IEEE Karachi Section.

His goal is to bridge the gap between industry and academia while creating more networking opportunities for Young Professionals in the region.

Ala Chalghaf, IEEE Region 8 SAC

Ala Chalghaf is the Lead Data Scientist at DeepVolt, a Tunisian/French startup that leverages AI to revolutionize E-mobility. An active IEEE member for over five years, Ala has held various key positions, most notably serving as the Chair of IEEE ESPRIT SB for the 2021-2022 term, as well as the Chair for IEEE TSYP X & YPS’22 in 2022. Currently, he contributes as Region 8 SAC Member, Region 8 AdHoc Chair on Student Branch Leadership Support, IES SAC Chair and IES SYP Congress 2025 General Chair.

Oussema Fitouri, IEEE Region 8 SAC

Oussema Fitouri is a software engineer at Amundi Asset Manager with deep expertise in telecommunications, financial technologies, and system architecture. He holds an engineering diploma from the National Engineering School of Tunis (ENIT). Passionate about innovation and community leadership, Oussema has been an active IEEE member since 2016, holding key roles such as Chair of the IEEE Computer Society Tunisia Chapter and YP Tunisia Chair.

An IEEE Brand Ambassador and graduate of the IEEE Volunteer Leadership Training (VoLT) Program, Oussema’s dedication to professional development and knowledge sharing is reflected in his global IEEE involvement spanning Region 8 SAC, the Computer Society MGA, Power & Energy Society, and the Industrial Electronics Society. He has represented Tunisia and Region 8 at multiple high profile IEEE conferences, including the IEEE VIC Summit, IEEE Global Congresses, and PES Global Student Congresses.

He is the recipient of several IEEE recognitions, notably the Myron Zucker Undergraduate Student Design Award and an honorable mention for the Larry K. Wilson Regional Student Activities Award. Through his technical, leadership, and volunteer contributions, Oussema remains committed to empowering the next generation of engineers and advancing IEEE’s global mission.

Fay Majid Elhassan, IEEE Region 8 SAC

Fay Elhassan is a PhD candidate at EPFL in Communication and Computer Science, affiliated with the Laboratory for Intelligent Global Health & Humanitarian Response Technologies, researching generalizable machine learning for real-world applications and humanitarian response. She previously worked as a Research Engineer at the Max Planck Institute for Intelligent Systems, focusing on AI safety, efficient learning, and watermarking in large language models. Fay holds a Master’s in Machine Intelligence and a Bachelor’s in Electrical and Electronic Engineering.

An active leader in IEEE, she serves as Chair of IEEE Sudan, Past Chair of the IEEE Adhoc Electronic Communication Committee (2024–2025), and Communication and Publicity Coordinator (2025–2026). She also contributes to the IEEE Humanitarian Technologies Board and Smart Village initiatives.

Beyond academia, Fay is a Google Women Techmakers Ambassador, Vice President of Arab Women in Computing, and co-founder of the WiMLDS Khartoum Chapter. A TED speaker and award finalist, she is committed to advancing technology for societal impact and empowerment.

Hazar Oklah, IEEE Region 8 WIE

Hazar Oklah is an Industrial Engineer and currently serves as the Head of Operations at RestHero, a leading Tech & AI Consulting & Solutions provider in the UAE. Her career journey began as a Researcher at University College London, followed by key operational roles at Amazon in both KSA and UAE.

Since 2017, Hazar has been an active IEEE volunteer, starting as Chairwoman of the IEEE Women in Engineering (WIE) Affinity Group at Jordan University of Science and Technology. She later joined the IEEE Region 8 WIE Sub-committee as Publicity Officer and went on to serve as Vice Chair for Communications & Promotions for SPAx within IEEE MGA. In 2020, she was appointed Editor-in-Chief of IEEE Region 8 Today. Most recently, Hazar has taken on the leadership of the IEEE Region 8 WIE Programs, continuing her commitment to empowering engineers and advancing diversity in technology.

Dr. Neylan Tokerler, HP Middle East Africa Service Level Manager

Dr. Neylan Tokerler holds a Ph.D. in Management and Organization Studies from Istanbul Bilgi University, where she conducted a critical discourse analysis of emotional labor in leadership. She has over 25 years of progressive leadership experience at HP Inc. and Hewlett-Packard Enterprise, managing large-scale service operations and strategic transformation initiatives across the EMEA region.

Her work bridges academic rigor with executive-level industry expertise, particularly in leadership development, customer experience, and service management. Her doctoral research contributes to emotional labor theory by repositioning it as a central, socially mediated, and politically significant element of leadership practice.

Dr. Tokerler is passionate about integrating theory and practice in organizational contexts, aiming to bring both critical insight and real-world experience to the classroom.
